Position Title: AAAD Fiscal Manager
Pay Plan Grade Level: $60,322-$66,503
Reports To: Director of Area Agency on Aging and Disability
Summary
The AAAD Fiscal Manager is responsible for overseeing the financial operations of the Area Agency on Aging and Disability (AAAD). This includes budget preparation, contract compliance, financial reporting, and supervision of fiscal staff. The Fiscal Manager ensures all financial activities comply with federal, state, and local regulations while supporting the agency’s mission to serve older adults and individuals with disabilities. This role requires strong financial expertise, leadership skills, and the ability to communicate complex financial information to diverse stakeholders.
Duties
• Prepare and maintain all AAAD budgets, including service coordinator budgets, and prepare reports as
required by DDA and FTDD.
• Prepare and administer contracts for services in compliance with applicable regulations.
• Review, code, and process Requests for Purchase Orders.
• Prepare financial information for the Area Plan for Services.
• Develop and maintain provider relationships, including qualifying and providing technical assistance to
vendors.
• Review and approve Request for Proposal Applications (RFPAs).
• Authorize reimbursement payments to vendors, verifying accuracy of vendor requests.
• Administer cost sharing agreements, consumer liability payments, and vendor payment reconciliation.
• Prepare all TennCare financial reports and budgets.
• Prepare invoices and reimbursement requests for DDA.
• Oversee the AAAD Administrative Cost Allocation Plan, including monthly, quarterly, and annual
reports.
• Supervise AAAD fiscal staff and oversee CREVAA/CREST Program fiscal functions.
• Conduct on-site fiscal monitoring and approve written reports.
• Maintain documentation for donated space, cash match, and fiscal software compliance.
• Participate in training provided by DDA and AAAD.
• Represent the agency in a professional manner and comply with FTDD rules and regulations.
• Perform other duties as assigned.
Knowledge, Skills, and Abilities (KSA)
• Knowledge of budgeting, accounting, financial reporting, forecasting, and regulatory compliance.
• Ability to analyze financial data, assess risks, and make informed decisions.
• Skill in presenting financial information to non-financial stakeholders clearly and effectively.
• Knowledge of government contracting, procurement regulations, and reporting requirements.
• Strong leadership skills with the ability to supervise staff, manage projects, and coordinate across
departments.
• Proficiency in financial systems and software for reporting and compliance monitoring.
• Ability to work independently, meet deadlines, and adapt to evolving regulations and program needs.
Education
A bachelor’s degree in accounting or a related field in financial management is preferred. Work experience may be considered in lieu of a degree. Advanced training or certifications in accounting, grant compliance, or financial management are preferred.
Experience
A minimum of two (2) years of experience in a role requiring financial expertise is required. Experience with government contracting, procurement regulations, and reporting requirements is preferred. Demonstrated financial expertise, analytical ability, and leadership skills are required.

POSITION TITLE: AAAD INTAKE COORDINATOR
PAY PLAN GRADE LEVEL: $49,618
REPORTS TO: AAAD CHOICES MANAGER
DUTIES AND RESPONSIBILITIES
1. Screen, assess, schedule and complete in-home visits and necessary paperwork for contracted TennCare programs which may include (but is not limited to) CHOICES, MDS Section Q, CLS, Medicaid, PERLSS, and NCI-AD. Ensure Intake Time frames are met.
2. Complete data entry, scanning, reporting and other administrative functions as needed.
3. Respond to referrals and requests for information; route individuals to appropriate programs.
4. Provide support for individuals and families in need, assessing risks and working with applicants and families to identify ways to prevent it from occurring; offer information on where and how to receive care, and assisting with eligibility and enrollment into the CHOICES program.
5. Serve as a resource for the long-term care community on issues related to CHOICES and other available programs.
6. Assist with staff training as assigned.
7. Maintain knowledge of community resources and provide education and information to applicants, communities, long-term care partners, and medical networks on a variety of topics related to long-term services and supports.
8. Participate in marketing activities that educate and promote long-term services and supports.
9. Establish networks and develop strategies to increase referrals and knowledge of the agency and long-term care options in the professional and lay-community.
10. Provide outreach and education about long-term care options for the community at large, consumers, caregivers, providers, the medical community, discharge planners, primary care physicians, and nursing facility social workers through community health fairs or events, printed materials, individual or staff meetings, and presentations or panel discussions.
11. Participate in training and implement new practices as directed by FTDD-AAAD/DDA/TennCare.
12. Represent the agency in a professional manner at all times.
13. Abide by FTDD Personnel Rules and Regulations as may be amended from time-to-time.

DESIRED KNOWLEDGE AND ABILITIES
Knowledge of Pre-Admission Evaluation (PAE) assessment and evaluation. Knowledge of social service programs and agencies. Ability to establish an effective working relationship with the public, medical community, contractors, grantor agencies, community agencies, service providers and colleagues. Experience in public speaking, planning, and conducting training. Possess command of the English language and ability to communicate effectively both orally and in writing.
EXPERIENCE AND EDUCATION
Licensed Practical Nurse, Social Worker, or Registered Nurse in the State of Tennessee. Minimum of two years experience in the medical field required. Experience working with elderly and disabled, compiling/submitting Pre-Admission Evaluation (PAE) applications, and knowledge of long-term services and supports is a plus. Proficient in usage of personal computers and appropriate software.
