First Tennessee Development District (FTDD) is proud to recognize Leslie Thompson, TOPI Grant Manager, for her participation as a panelist at the ALICE Summit, a national conference hosted by United Way and held in Miami this week
. Her involvement reflects FTDD’s continued commitment to advancing thoughtful, evidence-based strategies that strengthen economic stability for individuals and families across Tennessee.

The ALICE Summit convenes leaders from across the nation representing nonprofit organizations, government agencies, foundations, and the private sector to focus on solutions for ALICE households—Asset Limited, Income Constrained, Employed—who are working yet struggling to meet basic needs. During the panel discussion, Leslie shared insights drawn from her leadership of the Tennessee Opportunity Pilot Initiative (TOPI), an innovative effort leveraging unspent Temporary Assistance for Needy Families (TANF) funds to reimagine the social safety net through locally driven, person-centered approaches implemented through the STRONG Families program.

Mrs. Thompson highlighted the importance of cross-sector collaboration, data-informed decision-making, and regional partnerships in addressing systemic barriers to economic mobility, including the benefits cliff. She discussed how TOPI pilot sites across Tennessee are testing new strategies designed to support families as they move toward long-term self-sufficiency, while also building sustainable models that extend beyond the pilot period.
