Greeneville Water Infrastructure Project Brings $19.1 Million Investment in Recovery and Future Growth

As Greene County approaches the two-year anniversary of Hurricane Helene, a major investment in Greeneville’s water infrastructure is helping turn the community’s recovery into an opportunity to build a stronger future.

The Water & Light Commission of the Town of Greeneville has been awarded $19.1 million from the U.S. Economic Development Administration (EDA) to support the reconstruction and capacity upgrade of its surface water facility, which was destroyed by flooding during Hurricane Helene.

The FY25 Disaster Supplemental investment, totaling $21.26 million with matching funds, will not only restore a critical piece of Greeneville’s water infrastructure but also strengthen the community’s capacity to support future growth and economic opportunity.

The project is expected to create approximately 160 new jobs and leverage an estimated $60 million in private investment, providing an important boost to Greeneville and the surrounding region.

“Two years after Hurricane Helene, this investment is an important reminder that recovery is not just about rebuilding what was lost, it’s about building for what comes next,” said Bill Forrester with FTDD. “Reliable infrastructure is essential to attracting investment, supporting existing businesses, and creating new opportunities for residents. We are pleased to see this significant federal investment helping Greeneville move forward with a stronger foundation for future growth.”

The project will reconstruct the existing surface water facility while increasing its capacity, helping ensure Greeneville has the reliable water infrastructure needed to support future residential, commercial and industrial development.

The EDA investment is part of the federal FY25 Disaster Supplemental program, which provides funding to communities recovering from major disasters while helping strengthen their long-term economic resilience.

For Greeneville, the project represents more than the reconstruction of a facility damaged by Hurricane Helene. It is an investment in the community’s next chapter — restoring essential infrastructure, creating new opportunities and helping position Greeneville for continued growth.
