The First Tennessee Development District is pleased to announce that three communities in our region—Johnson County, the City of Elizabethton, and the Town of Greeneville—have each been awarded $540,000 through the Tennessee Housing Development Agency’s (THDA) HOME Homeownership Rehabilitation Program. This significant investment will support vital housing rehabilitation efforts designed to strengthen neighborhoods and improve quality of life for local residents.
The HOME Homeownership Rehabilitation Program provides funding to assist communities in addressing substandard housing conditions, ensuring that homeowners—particularly those with limited incomes—can remain safely and comfortably in their homes. The program focuses on critical repairs, structural improvements, energy efficiency upgrades, and accessibility modifications.
“These awards represent a substantial commitment to enhancing the stability and livability of homes across our region,” said Bill Forrester, Director of Economic Development, Planning & Housing Initiatives. “By investing in housing rehabilitation, we are investing directly in the well-being of families and the long-term vitality of these communities.”
Each community will utilize the funding to identify eligible homeowners, conduct assessments, and carry out essential repairs that address safety, health, and structural concerns. FTDD will work closely with local partners to ensure that projects meet all federal and state requirements and that improvements deliver lasting benefits to residents.
“We are grateful for THDA’s continued support and partnership,” said Mike Harrison, Executive Director, “These resources will allow families to remain in the homes they love, strengthen neighborhoods, and contribute to a better quality of life for residents in Johnson County, Elizabethton, and Greeneville.”
More information for homeowners interested in the the program will be available in Spring 2026. Information about the application process will be announced on our social media pages and at FTDD.org as well as published in local newspapers.
